This is a very interesting question and the answer is fairly straightforward:
Whichever business updates its Boost website more regularly and more relevantly will show up first.
NowFloats doesn't play favourites. We are merely a platform. What the customer does on it, defines what they can make of it. Also, what you must understand is that search engines apply weights to websites by various actions - how often is it updated, how focused it is, what the location is, etc. If you talk relevantly about your business, its products or services, consistently - give advice around it, provide updates, etc., it's quite likely that your site will come up first.
Imagine two salesmen trying to sell you an ironing board. One says to you, "You can iron your clothes on this." Whereas the second salesman says, "This is designed for your maximum comfort, as you stand and iron clothes daily. It also comes in various colours to match your house décor. And I have a great deal for you." Who would you go to/purchase from? Yeah, it's pretty much like that online too.
So if you want to show up ahead of other similar businesses in the location (both have a Boost website) the trick is to put in a little bit of effort and update your website regularly with messages, images, product/service news, etc. That's it.
